
Meet Noel
DiBona was first elected to the Quincy School Committee in 2013 and has served as a Councilor At-Large since 2016.
In his announcement, DiBona said:
"It's been an honor and privilege to be a city-wide Councilor At-Large member for the last nine years and want to continue to serve the citizens of Quincy, the same city I grew up in.
"I have had the privilege of serving with 16 different councillors and 6 school committee members. I had the honor of being the leader in 2022 and 2023 as the Council President. Managing and understanding my fellow colleagues, attending city council agenda meetings with the Mayor and working in collaboration with department heads to move the city forward has been a great experience.
"As a former School Committee member, I know how important it is to allocate the proper funding for the Quincy Public Schools. I was a strong advocate for the new Dr. Rick DeCristofaro Special Education Learning Center and was a member of the building committee for the new South-West Middle School.
"I continue to advocate and approve proper funding for our Quincy Police and Quincy Fire Departments. I supported the new Public Safety Headquarters and I am looking forward to the opening this October 2025.
"Infrastructure improvements are vital for the safety and quality of life for our citizens of Quincy. I endorsed the $100 million Capital Improvement Plan bond for new roads and sidewalks, as well as extensive sewer and water main replacements across the city. Since our March 2018 storms and flooding, I have supported new seawalls, pumping stations and brought forth clean water initiatives including lead pipe abatement resolutions.
"Some of the great legislation we have passed on the city council that I co-sponsored was the short-term rental legislation eliminating Airbnb in the residential A district and allowing our inspectional services department to issue fines for non-compliance.
"I have co-sponsored and will continue to advocate for residential tax exemptions to help our seniors, veterans and longtime homeowners.
"Over the last nine years, it has been an honor being the City Council's representative to serve on the Community Preservation Committee. As a committee, we have funded historical restoration, affordable housing, open space and recreation projects across the city including new playgrounds and parks."
DiBona holds a bachelor's degree from the University of Massachusetts Boston. DiBona is a product of QPS and attended Daniel Webster Elementary, Point and Sterling Middle Schools and is a 1993 graduate of Quincy High School. DiBona was voted by his peers as a captain of both his Quincy High football and baseball teams. In 2014, DiBona was inducted into the Quincy High Football Hall of Fame.
Over the last fifteen years, DiBona has been a volunteer coach for Quincy youth baseball, football and soccer.
DiBona is a former Quincy park & recreation board member, former president of Ward 2 Civic Association, past junior vice commander and current member of the Sons of American Legion Morrisette Post 294. DiBona is a member of the Merrymount Neighborhood Association, Lions Club and Friends of Wollaston Beach.
DiBona is a community activist for veterans and is involved in community events at the Ruth Gordon Amphitheater, Hancock-Adams Common, Cleaner Greener, farmers market, and downtown outdoor skating rink.
DiBona resides in the Merrymount neighborhood with his wife Niamh and his three children Tyler, Aidan and Nora that attend QPS at Squantum, Merrymount and Broad Meadows schools.
